Marriage need not be used in two contexts to obtain equity.

  "This is a question of civil marriage, not of religious marriage," (1) the Prime Minister stated to reporters in India. Perhaps unwittingly recognizing his approach to providing equity would have the word "marriage" being used in two contexts.
  There is another approach. Let that now termed the marriage license be altered to Registered Partnership Agreement and be open to all prepared to accept the mutual rights and responsibilities it entails. Through this, equity will be met.
  The word marriage would then continue to be applied to its current general usage, "religious marriage". Something individuals may or may not choose to partake of.
  While those holding extreme views will reject this approach it would be widely accepted by those seeking both equity on the one hand and preservation of the meaning of marriage on the other.
